Applied Research Related Activities

Present         Founder and Director of the Arizona Education Policy Initiative (AEPI), a collaborative effort of Arizona’s major public universities to leverage the collective expertise of each campus toward the improvement of Arizona education policy.
2002 Designed Arizona LEARNS, Arizona’s statewide school accountability system.
2001 Developed the methodology and introduced the Measure of Academic Progress (MAP) as an alternative school accountability indicator. I presented MAP in national discussions on multiple achievement indicators including conferences sponsored by the Fordham Foundation, the Goldwater Institute and the Milken Institute. MAP remains incorporated in Arizona LEARNS.

2000

Designed Arizona’s system to collect dropout rate data and supervised calculation of Arizona’s dropout and graduation rate statistics. Significant improvements included a new student coding system, currently being used as a blueprint for the Student Accountability and Information System (SAIS) and the introduction of a 5-year graduation rate. In 2002, I supervised the collection, analysis and publication of Arizona’s dropout statistics. The Graduation Rate Study: Class of 2000 was the first Arizona Department of Education graduation report since 1994.

Policy Experience

2003

Peer Evaluator for United States Department of Education, I assisted ten states on the implementation of the assessment and accountability provisions of No Child Left Behind.

1998 - 2002

As Associate Superintendent, I was responsible for formulating and implementing major Arizona education policies in areas such as school accountability, student assessment and academic standards.

1997 - 1998 As a research analyst at the Arizona State Senate, I drafted legislation, analyzed the impact of proposals by legislators and interest groups, advised legislators and presented findings to Senate committees.
